When a
device is unable to send and
download pictures with the text app, it is usually a result of device
network access configuration. The smart phones need to connect to a
wireless/cell network provider like AT&T, Verizon and others.
These providers have different mobile telecommunication technologies like 3G, 4G which in turn have
different broadband like HSPA+,
LTE. It is important to know what you phone supports. For example, some
devices only support 3G, so if the phone is configured to use the settings for
4G, you may not be able to send a picture with a text message.
In the case of AT&T with a 3G phone, we need to use the
Cingular settings. If the device does not support 4G and it has the ATT.NET
settings, the text app will not be able to send/receive pictures.
Android APN (Access Point Names) Settings:

> Wireless Connections > More > Mobile Networks > Access Point

These are the settings with importance. For the
other entries, we should just leave the default values.
